Accessibility

The Sacramento Housing and Redevelopment Agency (SHRA) wants everyone who uses this website, including people with disabilities, to be able to find information, apply for programs and contact us.

Our standard

This website is being brought into conformance with the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, the technical standard in the U.S. Department of Justice rule for state and local government websites under Title II of the Americans with Disabilities Act. Our target date is April 26, 2027. New pages, documents and features are checked against WCAG 2.1 Level AA before they are published, and we also test against WCAG 2.2 so the site is ready when standards change.

What we have done

  • Every page starts with a “Skip to main content” link and has a clear heading structure.
  • Menus, accordions and the “I want to” selector work with a keyboard alone, and focus is always visible.
  • Text and buttons meet the 4.5:1 contrast ratio while keeping SHRA’s colors.
  • Pages can be zoomed to 400 percent and read on a phone without scrolling sideways.
  • Images have text alternatives; links say where they go and when they open a new tab or a PDF.
  • The home page stories have Pause, Previous and Next buttons, stop moving when you hover or tab into them, and never move if your device is set to reduce motion.
  • Documents are published as tagged, accessible PDFs or as web pages. See Accessible Documents.

How we check

The site is scanned automatically every week and before each software update. Specialists also test by hand with a keyboard and with screen readers (NVDA and JAWS on Windows, VoiceOver on macOS and iPhone, TalkBack on Android), at 200 and 400 percent zoom, and in Windows high contrast mode. An independent review is done each year and after any major change.

Known limitations

  • Some older PDF documents are still being remediated. If you need one in another format, contact us and we will provide it.
  • Some services are hosted by other companies, such as the online rent payment site, Sacwaitlist.com and the Resident and Landlord Portals. We have asked these providers for their accessibility conformance reports and will list any known issues here.
  • Archived documents kept only for reference may not be fully accessible. They are provided on request in an accessible format.
